If you have seen him play he both has great talent but he also takes advantage of the fast pace football of Belgium as well. I think if you want him on a premier league team it would have to be some team that plays a fast pace, Arsenal and United doesn't feel like those teams, I would say the perfect place for him would be Leicester City.
Hwang on the other hand is not really that great of a transfer, he is 24 years old and he showed everyone what he can do, sure he might peak more but he is not going to be a Werner for sure. Werner wasn't world star Messi, Ronaldo type of player but he was at least a good star everyone knew, Hwang can't reach to that level.

This is my feeling too. He has a big ego and he wants to show that the won Champions League with every club he joined, and to not do so at Juventus would be (to him) a big failure.

Bayern - but I don't think so, he is too old for them
PSG - may be, they have money. He will win another league (an important thing for Ronaldo), there also have a chance for one more CL. But the rating (size) of the club itself is smaller than his, there is a problem.
ManUTD - financially it would be good for both sides, but MU it is not currently 100% competitive to win league or CL, I think he has no will to go to the club and fight for second place on the table.
There is no other club in Europe who can afford it. Barca, Liverpool, ManCity, Inter ... these are the great rivals of his previous clubs, it is not realistic to expect it in any of them.
