Reaching hard cap is one of the many achievements that a project want to reach but this isn't an indicator that whole project itself can be said as a successful project.

That's just the beginning of the project and they are funded properly because they have made it to the hard cap. The success of an ICO can be determined on how they are making with the progress through their promised road map.

I also agree with you, there are some ICO that have reached hardcap but after list coin in market they have very cheap prices and their products are not released soon, I don't know that team works slowly or indeed they don't use well-collected funds

there is just a few ICO that reach hard cap and price of the coin/token steadily increase
but as you stated above that there are many projects that don't launch an ICO/Premine still has  a good value like Nano(Formerly XRB)

I have even seen the projects that have raised huge funds in the ico and then the team work to develop the platform or website for several months and also comes up with the product but the platform still struggles to attract customers and business and also tells on the value of their token so yes their is no guarantee and even an outstanding idea and project can fail.

Most projects that reach the hardcap in the future do not guarantee that they will grow or even the price of the coins will decline. But there are also those who reach the hardcap and the project is indeed developing. So it all seems to depend on the project how to respond to the future by reaching hardcap.
