One way to improve the world's food situation is through smarter, more meaningful consumption. If you know, in developed countries, from 20 to 30% of purchased products go to the trash can. 1. redistribution and quality consumption

I would think that the UN or any NGO sending food and aid to that area would immediately stop sending aid there if the populace says there are not willing to work but are able to. Besides, these charitable organizations normally visit famine prone areas or disaster zones to spread relief and not somewhere that the land is fertile enough for crops to grow.
I quite agree with you on the need for more reasonable consumption as people with the financial muscle could purchase foodstuff that is more than they need and a large chunk of the groceries end up later on in the trash. I believe there are people who after having bought more than needed, would let foodstuffs go bad than donate to someone in need.
