I believe that it's not ICO, but knowledge and studying information. There are always risks, but the main task is to minimize them. At the moment, it is more profitable to invest in ICO than in altcoins. It is necessary to study information in details before investing.
Actually I recommend you do not ivest in ICO now, because of a lot of scam ICO's. It's really hard to find a profitable ICO with promising and working project. I lost some of my btc when tried invest in ICO.

actually, I agree that it's not a good investment if you are 100% not sure that it is not a scam.
anyway, if you will consider investing in ico, then the best time is the very early stages (% presale bonuses) and when the crypto exchange rates go down (you will be able to get a better bonus + earn more when rates go up along with the token you've purchased.
