No its not true. Most of the icos these days are scams. Even though big marketing icos play pump and dump. There are only few projects to trust and to invest. most time ICOs come to exchange and then get it into Dip. that is also good time to invest.
It is one of the options but I would not say that it is the best. The risks for loosing money are still there. May be you should try bounty hunting - there you are risking only your wasted time
