Hard to say, you simply cant know which ICO is good and which ICO is going to scam you. I have seen a lot promising ICOs which robbed people of a few million dollars.

I do not think so. I don't know if I have any reason to think that the ICO in 2019 may be as crazy as 2017. This year's ICO has become like this because of the fact that there are too many fraudsters. How can we expect those useless Shitcoin to bring returns to investors? Unless the market is strictly regulated. Otherwise, the 2017 scene will no longer exist. Hmmm, i don't think 2019 will be good than 2017. Good or not it's depend on crypto situation, if too many bad news appear in 2019 it will be a bad year again for ICO's.

The cryptocurrency market is very unpredictable and no one could have imagined that the bear market could last for so long, so predicting what will happen in 2019 doesn’t make sense.
We are now in 2019 already for the ICO? I guess there is still a full quarter yet to finish and there are many successful ICO's already going on. Its too early to ask about the future ICO's because we cant even tell anything about the current on going ICO properly. However there are some ICO's which seems to be grand success this year. Most of you may not even believe that but I am experiences many of them already. In 2019 we may see some advancement in it the way they are getting published this year. May be there will be some more rules and regulations than today and may be more qualitative ICO's might just pop out. It would be interesting to experience though.
I think if in 2019, many ICO still likes this year, then that is the end of the ICO and they don't have a chance to get anything because right now, people are too afraid to invest their money in ICO project. It could happen too in this year because this year, many ICO project cannot reach their goals and only waiting more and more without any explanation to all people. They decide to cancel the project, and they only say to stay for a while because they have a meeting with another investor or another owner. But we don't know what will happen with the ICO in 2019.

If the amount of sucessful ICOs will increase, we can expect some new bumps. Otherwise, ICOs are doomed to fail, because they are not reliable at all. There is not regulations, so people are just scared of investing ICOs. As for me, regulations may make the situation better.

I believe there are project that are trying to make some kind of filter to find any good quality project that are opening an ICO, if that project working, i think it will be able to remove all those fake/scam project. That way cryptocurrency will be able to gain trust again.

That goes against the principles of decentralized currencies, you need to find projects that are worth your investment by yourself, if you do not do that or you are unable to do that then you should not invest in this market, I know it's hard but it is only way to protect you from losing your money.
