I agree with you, ICO 2018 is very unprofitable and full of failure, making investors afraid to invest in ICOs. But according to my predictions, the ICO will develop again and will succeed in 2019, because this year's failure made ICO developers think that there would be no more failures.
If you compare the dynamics of the growth rate of ico and bitcoin, you can find that there is a direct relationship. Bitcoin growth - the number of ico grew, fraud is small. Bitcoin fell - the number of ico fell, fraud increased. Thus, the quality and quantity of ico we will see from the dynamics of growth or fall of bitcoin.
It depends on the market and regulators. In general, I'm sure that 2019 will be healthier for all participants of crypto market but only after the market reversal and some positive news from SEC and other big regulators.

I've also think that the incoming ico in the year 2019 will be more successful than the icos now in 2018. Because I believe that the people in this crypto world will become more smarter of choosing an good icos and projects.
I have not read the prediction of crypto in 2019 but my calculations will raise all the coins and the market in the coming year. The crypto route is a big hit this 2018 so I think it will be the equivalent of 2019.
I think ICOs will come back into vogue once retail investors re-enter the market. The greed is just too strong.

Despite the bearish market in this year, some ICOs are still having theri heads up. For instance, the likes of MTC- It was able to list and trade at above ICO price and several others like that. Also, those who invested into some coins were still able to make their profits. It even seems that investing into coins in this bearish market, bring a lot of profits. Well, 2019 ICOs might be better.
I can not predict how next year the ico market will be, but hopefully better than this year. This year, the ico market seems to be dominated by the fraudster icos. That could ruin the market if it continues like this.

Yes, it will also depend on overall market situation, if it stays low, ICOs will also collect less money in general. Next year could be a good year for great ICOs, people are detecting scam ICOs easier now.

Definitely, we expect to see a bigger more ICO in 2019 but fewer scam ICOs. I have read whitepapers of several projects who wants to serve as escrow for ICO projects and I guess with this idea, we will see lesser scam ICOS.
I think in 2019 there won't be many icos like 2017 or 2018, maybe they will concentrate on product development or establish partnerships with partners
