There are quite a few ICOs on the market that are quite promising and they do not have white papers, if a project is very good and there is good communication sometimes it is not so necessary at the beginning, you can postpone it for a while to give priority to other things, the developers almost always observe well waht the community asks for , they should always be attentive to satisfy and have a priority list, although I think they should have one before the end of the ICO, I do not consider it so necessary for the beginning of it

The white paper usually gives an overview of the project. The problem the team has identified and how it warns to tackle. Am just wondering how intending investors will be able to do a due diligence if a project does not have a whitepaper . I will look at it with a lot doubt
