My answer is yes this is definitely the time to make and release other kinds of coins as cryptocurrency because it is now booming in the market and attracts many people to invest with it.
First thing you need is to know which coin will you invest. This is very risky if you choose bad one you only get nothing. The price is very cheap right now so you may start investing from now. After that you need to have patiance and wait for a while.

Looking for the perfect time is not the solution. So, you need "the most" chance to do it. Present situation seem better for investing some amount. I do not know how this is going to end, just, you should invest as much as you can risk.
