Before or rather few years ago, when BTC is high, altcoins goes down a lot including ETH and other top altcoins but currently we are seeing a turn in event, where as Bitcoin is moving, some altcoins most especially top altcoins are moving with it; in my own opinion it shows that people are now understanding that some altcoins are worth it and hence the growth witnessed within them. Although there are still cases where Bitcoin will be on the run and most people will sell their altcoins so as to be part of the growth within Bitcoin, however this is seen majorly in other altcoins not among the top. Also, about the correlation, Bitcoin dominate the whole market and as such a good number of altcoins are pegged or depends on Bitcoin; therefore it can be seen that to a great extent, Bitcoin controls the market.

The correlation is kinda subtle and honestly there's no way to predict whether alt gonna moves up or down when BTC rally happening. Sometimes BTC dominance gets out of hand and crushes altcoins market as a whole and sometimes alt got pumped too. It depends on the cause of BTC rally.
Though sometimes there's an illusion where altcoin seems to be dumped while BTC is in bull run but in reality their value to USD stays the same you must aware of that.

Some altcoins follow the bitcoin rally, but not all altcoin can do that because the other altcoin needs to wait for the right time to increase. Maybe it is time for bitcoin to get a bullish trend after bitcoin is in the bear trend. It is good for us because we can make more bitcoin from the altcoin if we sell our altcoin in bitcoin pair altcoin. We can hold it until the bitcoin price breaks the next high price or sell it at the current price. The altcoin will takes its time to increase, no matter where the bitcoin price will moves.

Most coins/tokens are priced in Bitcoin so when Bitcoin starts pumping, so is alt. That explains why altcoins follow Bitcoin bullrun. You will even noticed that in most exchanges and even the majority of DEX.

The altcoin was pegged with bitcoin pair to determine its price and that means the altcoin will always follow bitcoin. Bitcoin is ruling the crypto market and any increase or decrease that happened with bitcoin will give a huge impact on the altcoins too.

You have answered your question about its correlation. There were times that it is correlated and there were times that it don't.

To answer your question as for your title, the altcoins will also follow bitcoin's rally. We don't know how long this rally will commence but it's usually coming after the btc bull run. Alts will start to take time of becoming bullish when bitcoin's done.

But as of the moment, there's no sign that bitcoin will stop.
