I don't think so. Many countries are corrupt, because the people, especially politicians, take advantages, earn wealth by ignoring rules, sacrifice other people. but I had ever read an article about the most happiest Country in the world, it said that Bhutan (Middle Asia) is the number one, even though Bhutan is a poor country. but it said that Bhutan's people don't care about wealthy (money). the thing they care the most is religion (and culture). yes, Bhutan is a religious country, their society run based on religious teachings, helping each other is a must, having a lot of money and luxurious house are disgrace. They thankful what they've got.
I won't say no corruption at all is there, but I think the collective happy people can minimize corruption.
