I've met a lot of projects, a token which, after the ICO was worth less than it was during the ICO. There are always bounty hunters who immediately drain their tokens. Therefore, you can use it and buy coins cheap.
I’d say, among other things, it mostly depends on two things:
1. Level of hype for the project before ICO. If hype is real try to get in ICO, if not it might be better buying on market.
2. In what state is whole market, bear or bull. If it’s bull it has more chances to raise once released and if it’s bear market it has more chance to dump on market.

Now it is more profitable to buy altcoins after entering the stock exchange than on the ICO. First, the price of the stock exchange is cheaper. And secondly, you do not risk that the project will be fraud and will not reach the stock exchange. But when the market is green, then it's cheaper to buy coins on ICO than after entering the exchange.
It not that profitable to buy any altcoin after it has enter the stock market cause those that bought early before the coin reaches the market usually make huge profit and concerning an ICO been fraud is easy to spot them out if you can make proper research.

However, if the project have good advantage it will survive the dump though and this is why it very important to go for good project.

Not bounty hunters are the main reason that institutional investors don't buy in during ICO.

It is more profitable and more sensible to buy you ICO when different incentives like bonuses and future airdrop is given to the early investors ! If when your ICO hit the market and tank, then you could buy more and average down. Always remember first mover advantage.

I think it is better to buy during ICO as it is cheaper. And if goes to the exchange you will definitely benefit. As to the market, sometimes ICO goes to the exchange, but price of tokens do not rise, so it is not profitable.
