I don't think is possible to get rid of scam completely. Because the way we learn and trying to take all necessary precautions to avoid being scammed by any scammers, the scammers are also doing the same, trying as much as they can to break into our privacy or try generating different means of scamming. So we learn to protect our selves and our wealth, there also learning to scam innocent people's. It will be very difficult to eliminate scam completely.

Scamming has become even more rapid these days so it only means that the more people get involve in crypto or any businesses, the more people will fall as a victim. And i think its hard to avoid all those scams because no matter how cautious you are, they will always have their own smart ways on how you will fall for them. If we can be more wise in managing our crypto investments or any other type of investments, then we can prevent the fast rate of scamming. Though we can't prevent scammers but It is possible to get rid of scams. A little awareness is enough to get rid of scams.
Most of the time we are cheated when we go to invest in an unknown project. Most of the time the traps of cheating are the same. Emails will come from unfamiliar media and you will be greedy to reply to those emails and get caught. They will want to double or triple your investment and you will be deceived by greed. With a little caution, it is possible to keep yourself free from these scams very easily.

It is if you decide to HODL only top crypto for long period of time. If you are not addicted to crypto, like a lot of us are, then I would suggest that you buy coins in top 50, safely store your private keys and forget about it for 10 years.
If you are already dragged too deep into crypto, then its too late and you will get scammed sooner or later.

I don't think anything can be done like this and it might even tend to be impossible to do.

Are you trying to say that ICO = scam ? Dont know why you are so negative or against ICO, but there are plenty of successful projects that ran ICO.
Why "not scam project" must be mineable? There are no scam in mineable projects? Cant agree with that. Besides, I've seen lots of mineable projects that never get listed anywhere, despite scam projects, that are listed on some exchanges. At least it is possible to sell scam and minimize losses. Instead of spending resources on nothing.
