Even the value is dumping this is the right time to explain bitcoin but it is depending on your explanation to convince them to invest or to trade. Now is one of the biggest falling / dumping of bitcoin value so it's hard to convince them to invest but you need to explain properly why it is happening right now and explain to them that this falling is not permanent and it will rise soon.

Do not waste your precious time on teaching others who do not have care about bitcoin. Teach only people who interested to get information from you. I explaining bitcoin to my friends who are only interested. For sure, they will make fun of you if you teach people who do not interested about bitcoins.

It seems like you just want to explain about Bitcoin because the price is going down for people who don't have enough knowledge about it will not think that it is a scam? If you really want other people to understand how Bitcoin really works then you can explain it to them, whatever market situation currently we are in. And another thing, teaching or explaining to other people how Bitcoin works is a good thing (to make it clear that there is no scam since it is decentralized and no one owns it), but for those people who wants to get involved in Bitcoin, It is the first thing that you should do, learn about it so you will not be asking later why the price went down or when you lose a lot from your investment you will say that it is a scam. It should be understand/learn first before invest.

Yes you can tell people about bitcoin, create awareness but I do not think it's wise to tell them to invest now considering the present market condition except otherwise for one who wants to invest for a longer period of time.
I did ask some of my friends and siblings to invest into cryptocurrency last year and I know where that got me now.

Why not? I think if you want to invite someone to start investing, now is the right time. because now the market is low, it is very appropriate to buy.
Personally I had practice the price behaviour with two of my colleagues last week with aid of my blackfolio app I inform them the reasons why you should buy dip and sell high they are a witness to when price if btc ranges at $3300 in December I encourage them to buy then and in a couple of days the price pumps to $4K+ the same scenario is repeating itself again they got interested in investing instantly.
For me, there is no right time to wait before discussing the truth and details about Bitcoin crypto currency. Because everyday and everytime is the right time to let others have the chance to know what Bitcoin really is.

I'm pretty sure almost all of us were just aware about bitcoin unless you are in the area without internet connection. It could be the best is to explain how risky it is and what possible things might happen after. Everything will implicate once they fully understand, so not you and nobody could be blame after.

I do not agree with this opinion. Bitcoin is low. Therefore you should explain and take the milestones that Bitcoin has achieved and compare it with the current time. They will see the benefits of investing in this time. I believe they will participate and see it as an opportunity to get rich with Bitcoin. 
I think according to the situation you have to try to explain them, because waiting for the right time to explaining bitcoin cannot be said as any time is a right time, You have to see what time they are free and ready to listen you seriously that time you can explain them about bitcoin.
