I don't see why not. The price doesn't have to be extremly high to be worth explaining and recommending to others, if that is what you thought.
In fact now it's maybe better time for newbies to join the Bitcoin because price is not fluctuating that much and not so much funds is needed for buying Bitcoin. You can and should explan all the theory but the best education is on practical example so everyone should try on its own.

You ain't introducing them to the price rather to the product worth and the inherent value of bitcoin. If anyone thinks it is a scam based on the price being at a low, they do not yet understand the concept behind this technology.
Its never wrong to explain and introduce bitcoin to other people, but never force them to invest, and if they want to invest you mees to explain the risk and how the price movement works, if you can explain correctly then they wont label bitcoin as scam product, we need to keep on introducing bitcoin to other people so there will be more users and more users mean that bitcoin could be more valuable

whenever you can explain to everyone about bitcoin, I hope you understand bitcoin in detail before explaining to others, if you explain it, they will send various questions so I hope you can give the correct answers and explanations. In Bitcoin, you can get profit and loss so you have to take steps. in low market situations, it is better to trade to make it easier to make a profit. 
explaining btc to others doesnt have to be time specific . you can teach them anytime or much better if you can do it as early as possible because time is precious and time is running out. The longer the bitcoin exist and the more btc had been mined , the value can also increase . you dont want someone to be late if ever that time comes are you ?

If you can explain to them the difference between scams and Bitcoin they won't say it's a scam. People think it's a scam because sometimes the news media can be misleading. There's no right or wrong here the price could still go down and not all people will invest right away after you explain how it works. I've told Bitcoin to several of my friends only one of them was interested he barely bought any Bitcoin and most of what he had came from mining.
Yes of course everyday and every time is the time to explain what is bitcoin and before of that because of the dumping or falling of the value of bitcoin you should also explain on what happening on the market for them to understand well why it is happening. And for the addition always tell them that they need also to make their own research for their additional knowledge and to expound what they know.

At this situation we definitely need to teach about Bitcoin and it uses because the value will definitely increase while we invest lot of amount on that otherwise we cannot do anything against that so investing only the way to improve the value so it means lot of people to get interest in university that's why it is very important.

The right time is when people are ready to listen to you, it doesn't matter if we are in a bearish or bullish trend. Heck there are even more people who enter last 2017 because they heard it from somewhere, however, that's about it, they thought it's an easy way to get money, but they're wrong as majority of them got burned easily.

Are you really going to explain others or you are just looking for satisfaction with what you think for bitcoin as a scam? Don't just look at those times when bitcoin was on $20,000. It wasn't the only basis for it to tell others what bitcoin is. Okay, let's think that you are about to tell and explain bitcoin to others. Using the word "scam" doesn't really fit instead of that use the word "volatile/volatility".
