Listening is the best way to learn a foreign language.
Writing gives you a good chance to review words you have learned in the past, and allows you the time to think about grammar as you write. Go back and review anything you might have written in the past,when your English was at a lower level, and try to find any mistakes you made. This is my way to study writing skill.
I have studied English for 5 years but still very bad due to wrong method.
There are many ways to learn English that suit each person. For me, I study through movies. Please try it.
You may learn it on yourself. Read dictionaries, Watch English movies, Speak english in your house, do it routine.
Watch English movies and read English newspapers to improve vocabulary.
I also like to be fluent in english and to use it as well here toake good posts. I only have a small vocabulary and so I downloaded dictionaries for my phone.
To learn languages and own them, one must have a predisposition for pronunciation, probably!

You already got so many valuable answers, even reading those answers will help you in your reading skills. But I am also foreigner for this language, and the best way that I learnt was to talk live with a person. This is the best way for learning according to my opinion of course. But you still can try writing different contents to increase your writing skills to. But communication is a KING. Have a lot of success brother.

Being physically in the environment where you have no option than using English would be the best, obviously. If you are a student, I would say, save as much as you can for a while and spend a year or two in those countries even it can be a huge investment to you because it will pay off later.
Otherwise, watch a season of your favorite TV show multiple times with English subtitle on. At first, you will have to read the text but, after a few times, you will be able to listen and understand the conversations. Wish you the best luck with your study, mate.

In my opinion the best way is to listen on some conversational exercises. Don't ever study grammar rules because that will not help at all. You have to learn to speak like a baby that was learning to talk. The way they were learned through listening. I'm also not that good in English still learning but with the help of conversational exercises I'm getting better. I think. 
Try to study first the basic english then you can watched some tutorials online that will help your diction and proper pronunciation of words, try to read some novels particularly english novels.
