It depends on the altcoin you'd like to buy. If you gonna buy some shitcoin just because it is cheap in hope that it will grow in price some day then I would disappoint you because it will not) You have to choose very carefully analyzing the coin you'd like to buy in complex including the team, the technology and so on.

Take a note on Circulating supply and max supply . If token cost half a cent and it got 10 billion tokens in circulation then marketcap of that token would be 100 million USD$ , so to get x10 on it market cap should be 1 billion which is kinda hard to get for Alt novadays . I usually choose alts with 500k-15million market cap . So far no luck as we got bear market =D
maybe you meant coins with small capitalization? because the price of a coin is nothing
Red market why you do not invest right now. Everything is cheap you just need time 
look not at the price of a coin but at its functionality and in general what kind of project it is. never look just at the price
I believe that this is best time to buy more but the point is that who knows may be there is still going to be more reduction in Price of coins. As for me am not buy again just let me hold the once I have before.
Altcoins have their own strategy to attract the communities in order to invest. The cheap price doesn't mean scam or no good future in it. As far as I know bitcoin started less than one dollar but now it is thousands of price in fact it was 20k before. The price is not the basis to look at the good future because it is depends to the performance and ability of the token and the team.
Not all cheap alts give more profit. Be careful in choosing the alt that you will invest on. Do the necessary research. Invest your money wisely not all cheap alts are good fof investment. Personally i would rather choose from top 20 alts.
