This is a graffiti, most likely showing Foxpup, which I found by pure chance, painted on a building close to the one where I live.
Seeing that Foxpup became notorius also in Romania, all I can say is that I bow down to such power and that I feel the need to adapt Lauda's worship phrase (may Lauda forgive my sin):
