I am not sure if both those teams have enough money to make a big difference, but in a league where HAAS races, I do not doubt that any team could race as well. Honestly as long as you have "some" money to start, because starting up is the hardest part, then you could simply get famous names and sponsorships and you may end up hiring a guy like Mazepin, even if not exactly him but anyone like him, which would pay you to be on your team.
This is why I believe anyone with like 50 to 100 million dollars to start could start and just be horrible. As long as you have a team then you can keep being a horrible team and that would be enough for most F1 teams. Look at Williams, look at Alfa romeo, they are all horrible. All in all I would say Audi could be harder one since they do road cars, but Porsche always did fast cars so maybe that could translate well, who knows.
Haas wasn't always this bad, they did race for a while when they were not too bad. However financially F1 is a very expensive thing and not everyone who could put up 50-100 could end up racing, that would require you to find another mazepin that would bankroll the whole deal. It is quite expensive to keep it running, Haas started decently but since they didn't win anything, that cost them a lot to keep going and that is why now they do not spend as much and focus on getting paid instead.
I would say that the best thing for now would be car companies to get in and not race companies, audi and porsche seems like a good car company but do they have any experience in this field? Even a F2 team would be better than them at this point because they have some staff that knows what they are doing, starting from zero is always incredibly difficult until you find your footing.
