The difference between NEO and Ethereum is too big, and therefore, there can not be any competition in their different goals, they simply can not be compared.ETH blockchain and platform for the decentralized applications developmen, which will eventually form a more reliable and accessible version of the Internet. The goal of NEO, in turn, is to use blockchain and digital identification technology to digitize assets and automate the management of digital assets through smart contracts.
Neo can't be the next ETH because i think ADA will be the one which can do it.
To diversify risks I would better buy both coins in my portfolio:

Not impossible if neo will be the next ethereum, if investors and many traders who are interested in neo, then it will happen. But for now, neo can not be the next ethereum, because the volume of neo still low, and the price of neo not promising yet.
To be candid with mate, i would invest in both because of their potentials in the world cryptocurrencies. Ethereum have the lead in the coinmarketcap as it price is still much pretty high compare to NEO.
for investment purposes I recommend that buying from both 10% of your investment for each can be beneficial for future.

People are starting to believe that if China compromises with ico, maybe neo will be able to defeat ethereum. It seems that the main reason neo prices rose very quickly last year. And if seen from the supply, I think it is not impossible.
Chinese government making a ban on crypto currencies is not a good news to NEO. Though the Chinese are still owning the crypto market it is not an assurance that NEO can have many effective projects like Ethereum.
