No, Monaco it's not affected by VISA shut down, only cards issued by WaveCrest are affected! From what I understood Monaco is working with Wirecard and it's fine!

Following reports that WaveCrest has been told by Visa to close all WaveCrest issued Visa Prepaid Cards, we can confirm Monaco Visa Card is not affected by this in any way.
Monaco is VISA program manager and do not use Wavecrest by any means. We are busy working on our card launch as usual.
