The head of Bangladesh cricket board said about match fixing and he wants them to stop, i did not understand the statement, if he is well aware of the match fixing issues in DFL is he reporting them to the ICC as these are serious allegation and that means we will see more suspension and bans because they are not doing their duty of reporting match fixing. I have not seen the tournament yet and with these allegations it is better to stay away from betting.

The clubs taking part in the Dhaka Premier Division Cricket League are independent clubs and not franchises. They have existed for many years, with clubs such as Brothers Union and Abahani Limited dating back to at least 5 decades. They formed the backbone of Bangladesh cricket during the old days. Now with BCB exercising more control over the cricketing structure, many of these clubs are losing their significance. And obviously some of them have resorted to match fixing and other avenues to improve their financial situation.

I have talked to some cricket fans in Bangladesh. They are not happy with the 3-match ban on Shakib Al Hasan. But they have been happy with Shakib's behavior. Because of this, everyone will know about the corruption and match-fixing in domestic cricket. And the head of the Bangladesh Cricket Board has said that if the fixing does not stop, he will stop the DFL.

Time has come to cut down the Dhaka Premier League (DPL) to size. I don't know why the BCB is giving so much importance to a club competition in just one city. Instead they should focus their resources to improve the Bangladesh Premier League (BPL). I agree that DPL was the premier competition when Bangladesh was an associate nation. But now they have got test status and therefore need to move to a regional domestic competition, where all the major regions are represented and not just Dhaka.

ECB was controlling the ICC for a long time and they will be angry that they need to share the power with other countries and if cricket became popular in other countries i am not sure these power houses will be angry so that their control over the board will get slimmer. Not sure why it is hard for them to  push for Olympic inclusion other than financial reasons or the lack of financial gain for the ICC by including cricket in Olympics.

In the course of time, obviously their power will get diluted. In the near future more countries will get test status and the number of board members will increase. And there is nothing that they can do about it. Furthermore, the ECB has a habit of punching above their weight. Their share and influence on the ICC revenues is not that high(unlike the case with India, which contributes to >50% of the revenues). But they have always tried to dictate the ICC policies, by forming a cabal with the BCCI, CA and CNZ. But now with the BCCI in hands of Ganguly, this plan is not working for them.

Shakib Al Hasan used to break atmosphere of match out of his frustration, being charged couple of times until now. Absolutely Shakib Al Hasan won't give up showcase his misconduct anytime soon, though every time some strict action has been taken. Anyway, we have been hearing about the alleged massive corruption in the ongoing DPL, this should also be investigated.

For the last 5 decades or so, they have opposed measures to popularize cricket.

They will get the sponsors if the people gravitate towards cricket and including cricket in the Olympics is the first step and then it might take over a decade for it to attract the fans, so it is going to be a long process. The reason Indian cricket is rich with huge sponsors is because they have a huge population who follow the matches and it is a huge marketing opportunity for the sponsors and when other countries reach that level that they can also reap the same benefits.

There is a reason why the most popular sport in the world (Football) is a part of the Olympics. FIFA could easily say that the football world cup is more popular than the Olympics and therefore they don't want to participate. But they have never raised any such objections. On the other hand, they have actually encouraged teams to participate in the Olympic Games. Some of the best footballers in the world have taken part in the Olympic Games. In the end, FIFA realizes that it is an ideal opportunity to grow the sport. The thinking from the ICC is different. For them, there is no need to make cricket more popular.

In case of the BCCI, they have already received assurance from the government that even of cricket is included in the Olympics, there will be no interference from the Indian Olympic Association. I guess the situation will be same with the other boards as well. And regarding the second part of your post, larger boards such as the BCCI will hardly see any financial benefit. The Indian government is not going to allocate any extra funding for them. The benefits will be limited to the smaller boards.

But if cricket is played on a platform like the Olympics, people all over the world will get to know cricket better and become more interested about this game. If the teams had the opportunity to participate in the Olympics without joining the country's Olympic Association, the boards might have become interested tojoin in the Olympic game.
