His economy rate is under 6 so i would say he was good enough to bowl at-least 2 overs. there are always chances that he gets the beating but when every bowler in team leaking runs then there is no harm to try part-timer, that's the real reason of keeping 6th bowling option in playing XI for starter.
Well.. there is nothing wrong in trying either him or some of the other part time bowlers for a couple of overs. But Kohli probably didn't wanted to take the risk. It was a very close match and a big over (in case the Kiwis can score 20 runs from it) can change the course of the match. Anyway, we don't know what could have happened if Kedar was given an opportunity to bowl.
