I don't actually know what panic buying is but I do know panic selling. Panic selling is a normal thing in cryptocurrency. It usually done when the coin has no clear goal and no significant demand and the value is slowly decreasing.
Just be calm in making decisions, commiting panic selling and panic buying can make you regret everything. But for me it is a good time to invest because of the low prices of the coins.

Agree paid signals is the divorce of people for money , I would not advise anyone to buy them, it is best to let the money to trade training as you said!Never invest in something you do not understand. The two options have equal chances of looses and gains. Though in terms of market distortion panic sellers tend to set the entire market ablaze and put the market into bearish mood than the panic buyers who tend to bump up the bull-run that end in bull-trap, this is my sole opinion.
