Why did you choose for a passphrase where symbols and numbers both are mandatory? Numbers and symbols are not the only way to make a passphrase secure. A user could also make it very - very long. Instead of making symbols and numbers mandatory I would suggest the user to make it at least 20 or 30 characters long. That way it is easier for a user, also very safe and much more user friendly. You could always suggest to use symbols and numbers, but it's up to the user, right?
