That's usually the case, but I found a site that didn't shuffle very often. The
place I was playing shuffled their 6 deck shoe after 65% to 75% penetration.
One day they changed it to 5% or 10% penetration without telling anyone, and I lost $100 or so before I figured it out.
Here's a chat I had with the owner at one of his poker tables. We were talking about whether it makes sense to stand up from one table and switch to a new table with a new shoe as soon as the count goes slightly bad. I think it's better to play with a zero count than a negative count. He (the owner) disagreed:

dooglus: but aren't you better on a neutral table than a 'cold' one?
joshstrike (MOD): of course this requires betting more than the minimum per hand
joshstrike (MOD): no, a cold one is a known quantity, just bet low

joshstrike (MOD): also what you consider cold is sometimes only +3 to +5. I don't think you're counting right.

joshstrike (MOD): all together this does increase your odds as a player
joshstrike (MOD): but only to the point of playing in a real casino on a six deck shoe
joshstrike (MOD): in other words it's better than a continuous shuffler.
