That user is a well-known scam buster. Just notice he needs 27 more merits to become Hero Member. So I sent 8 from my end. Currently, he has enough activities to achieve a new rank. Current merit requirement to upgrade Hero rank of 19 merits. Hope someone from the merit source will push him up.
