He didn't played the rest of the matches due to an injury. But since he played that match against the KKR, he received the entire contract amount ($1.17 million). This year also he was quite lucky. KKR picked him for $560,000 million. Sometimes the player auction in IPL can be very difficult to comprehend.
I have not seen the contracts, what if a player is purchased for a huge amount and they were unable to play the season because of injury, will they be getting paid, i doubt that will happen, but if a player is selected and if they are not selected for a match then that is not the issue of the player and hence he will be eligible to get the entire payment. If the kids are getting paid, it is good for them as it is a small window to make money with sport.

My personal opinion is that CSK should have given opportunities to the younger players instead of this oldie.
It is a private cricket club and their money and they can do anything with their money 
, as mentioned earlier CSK has a lot of spinners in the team but they lack proper batsman and they should have picked a proper batsman as the team is filled with bowlers i think, what ever it is if Piyush Chawla is not performing then he will be warming the bench and if he gets money doing that then it is his lucky draw 
.Yes bro they have give chance to any young talent opening batsman because there are so many players performing well in domestic T20 leagues. Maybe Dhoni will feel it if top order batting lineup fail.

I checked his record in the domestic tournaments this season, and I couldn't find anything extra-ordinary. He represents Gujarat, and most of his better performances so far in this season came against weak teams such as Sikkim and Nagaland. He was smashed all around the park during the recent T20 matches against strong teams such as Saurashtra and Jharkhand (going for more than 10 runs per over in both the matches, without taking a single wicket). Ms Dhoni purchased Piyush Chawla because of his overall experience, but I feel this is a wrong purchase as Piyush Chawla hasn’t played any international cricket match since ages. I’m sure many will think that he might have a strong IPL record which would further justify his purchase by CSK, but in my opinion his record is weak but form your own opinion after seeing his stats.
From looking at the IPL records your provided, he is not performing that well from 2017 where his economy rate is 8.95 which is not a great one and by far the 2019 IPL was his worst performance till date and i am not sure why Dhoni wanted him in the team even with the performance like this in his past IPL, may be he is helping him earn the money as IPL will be the major source of money for Chawla as he is not playing international cricket for a long period of time and hence his inclusion to help him earn some money

If Chawla is able to earn a healthy earning so be it, even if he is rested hope he will be getting that kind of money at the end of the season, i think the reason is that they were looking for a leg spin bowler and he is a good choice as there are not many leg spinners around and they might have a plan or two to invest that kind of money in him, not sure how he is performing in domestic tournaments and may be that can be the case too.

The team has specialist batsman who are the permanent fixtures like Suresh Raina, Shane Watson, Dwayne Bravo and Dhoni is more than enough to stabilize the team and they still have Murali Vijay, Ambati Rayudu, Kedar Jadhav and Faf du Plessis and the superstar Ravindra Jadeja and this batting can take on any bowlers in the world and now they have more options to select when it comes to bowling. So i think they have a complete team and with Dhoni as the captain he can pose a challenge to any team.
It is surprising that they are not very concerned about the future. Dhoni and Watson are 38 years old (will be almost 39 at the time of the next IPL). Murali Vijay is 35 years old and Dwayne Bravo is 36. Ambati Rayudu and Kedar Jadhav are also not young either. If I am not wrong, CSK will be having the oldest lineup during the next IPL. And it may have an impact on their hard hitting abilities. We have seen how Dhoni's strike rate has plummeted during the recent years. They could have bid for Chris Lynn or Shimron Hetmyer.
I think India is planning to go with a combination of few experienced players and couple of new players or try some others out which will give them also a exposure and also India may have a backup player ready so that they can make them play at times too.
I think they have the bench strength to rest the senior players and still have a competitive match and more over the series is in India and they usually dominate the visiting players even though they usually one match every series but they come back strongly and win the series and that is what i am seeing in the past few series and they are playing Sri Lanka next but the Australian series will be tough as they are in great form. Bumrah is back but they made Rohit and Shami rest for this upcoming T20 and brought in Sanju Samson. When Rohit is such an important player, why they made him rest in an important game against SL especially when SL defeated Pak in Pak? I hope they don't skip him for the ODIs against Aus as well.
Bhai, Rohit deserve the rest. he's playing non-stop cricket for quite some time now, almost 45 + games this year. Australia tour starting from mid January so my understanding is that he should be back by then.

I too feel that he was bit expensive but his selection make sense, CSK and Dhoni like to keep tab on any spinner or leg spinner because their home ground is spin friendly and historically every team had nightmare when playing against CSK in their back yard.

If I was the franchise owner, then I wouldn't give anything more than the base price for Piyush Chawla (20 Lakh or around $30,000). I heard that it was Dinesh Karthik who went all guns blazing for Chawla in the auctions and there may be something behind the curtains that people may not understand. I don't want to go in detail, but "DK" is very close to N Srinivasan and his name was heard a lot of times when CSK was banned in 2015 for match fixing.
I guess another of his fellow team mates Cottrel was also a wastage of above 8 crore rupee. He don't deserve such huge amount of money. He won't get a good time in IPL, I can bet for that. Maxwell as well have been over-priced. These guys are making money with the fame from the name.
Seriously? Cottrell and Maxwell are 2 of the best buys in my opinion. - Cottrell is easily my favorite bowler in the current West Indian lineup due to his pace and celebrations. He will be a treat to watch.
- Maxwell is recovering from mental illness and recently performed really well(Don't remember the tournament) which goes to show how popular he still is. Easily one of my favorite T-20 batsmen.
