All the things you say depend on situations and conditions because not everyone has the same conditions. If a lot of money is better to use to invest. If not then just wait if you have a some coin who knows it has good price.
The best tine to buy in my opinion is when the market is gloomy when things are not moving according to expectations . Buy now if you have the resources the market is not gonna remain down forever. By and large you shall reap the dividends when it starts heading north

In my opinion, when you have money than tat is the right time to invest. Now question is where to invest. If I would be at your place then I would like to invest half of my money in real state and half in different crypto currencies. Like ETH and BTC. My strategy would be to earn many small profits by doing multiple trades,
as market is good now a days to earn small profits, Like if you purchase BTC at 3600$ then you can sale toady at 3900$. For this you have to be active all the time.

No one can predict on how deep will the market will dip. There's no accurate market prediction. However, I believe that the current market price is the ideal price to buy if you are planning to invest and hold till the next bull-market starts.
You can divide you investment in cryptocurrency and real estate or stock market if you follow my advice. I think that the future for cryptocurrency is becoming very much good with many countries and big organizations accepting cryptocurrency in a way or another. So investing in cryptocurrency looks very much wise. And the time for investment is right at this point of time.

IMO the next bull run will come with the next BTC halving. There were 2 halvings before and we always got the huge bull run afterwards. What bothers the market to do the same thing in 2020? Current prices are already much better than ATHs, but I think that we'll get even more sweety price levels in 2019. Anyways my strategy is to get in step by step with each 200-300$ dropdown by 10-20% of my deposit.

If I were you, I would not invest in cryptocurrencies today. The market is likely to stay in flat for the next few years, so you will have enough options to invest in the future.
In my opinion if you want to make some profit than you should have to invest because market is almost at bottom & you can buy coin at low price.
If you are scared that market will go more down than you can buy coins with your 50% investment & use remaining 50% in next dump.

I think this is a good way to make money in the future but not the best. I find the best way is to just buy them all with what you have, if the price drops in the future, don't worry, and buy more if you have, the strategy is a little bit but accumulate it big and bigger. When prices rise, you will be rich of course
