I think this is good application which was borrowed from European leagues. I see why some people like you, find it silly. But let me explain, imagine a young player who never finds a chance in main league. Now he will play in reserve league which will be more competitive than proper youth leagues. So he can compete with olders as well.
And for older players that always stay in reserves: They will build condition through reserve league.
These are reasons why I believe it is good idea.

I was happy when I got the information that Cenk Tosun will be offered a contract after his injury crises with his English club side, it's a nice move and I believe his presence will boost the striking force of Besiktas who have had challenges in their team as a result of not having a smart striker. I have watched Tosun play and he is good in front of goals but I hope the fans and Besiktas as a team will give him some time to prove him prove himself when he finally join the team? I believe he will bring a good change to the performance of the team but he will need time to prove to them that he is still a good striker, nice move for Basiktas.

Galatasaray transferred the young talent of Altay, Kazım Karatas. There are reserve league equivalents in the world's major leagues. I'm not against the reserve league but it definitely needs to be planned properly. If such games are to be played for nothing, it will not be beneficial. The reserve league can help both young players and players struggling to make the roster stay fit for the game. Of course, there should be a reward for this, so that it is worth the money spent by the teams. Because this job has many costs, from transportation to stadium maintenance fees. I wonder how the federation will solve this. An economy can be created in the open channel with broadcast rights and a few sponsors.

The problem is that currently Bodo/Glimt are also still postponing this and hope that Solbakken can continue to stay there.
As for the better level, it is clear that Roma are more prestigious now but there are other things to look at as well, such as whether Solbakken can compete in the bigger leagues? because even though he is a young player, but still when he fails he will only be wasted later.

Yeah I am sure most of football watchers even Galatasaray fans may not know his name. I watched his youth performance on YouTube mainly when I was researching about young talents in Türkiye. And yeah he never exactly found time with team even with that good technique. His physics seem not good enough for league yet but technique could be good enough to use him at last minutes of matches. Sadly Galatasaray couldn't use him well.
