I dont know the message sir because it is my friends account and they said that they were unable to post because of proxyban so im just curious if the ban can remove. Anyway, thank you sir for answering my questions.

Just to specify that there is also a temporary ban for few days that could be seen as a warning (7 days then another period or eventually permaban), of course once the period passed, you can post again.
In case of temporary ban, you can't post in any section apart from meta with another account to ask why you are banned (if you already don't know obviously...) or else it will be considered as ban evasion (already precised by TheQuin)

Are there any minimum requirements to post an ANN topic in the Announcements (Altcoins)? For example, is there any activity/position requirement. If so, it would be helpful if these requirements were made available (and they may be but I do not see them).

You were correct. It kind of falls under rule 12.

Duplicate posting on the same board or even thread just makes it worse.

If someone wants to say the same thing again they should just quote the post from the original.
