Difficult to analyse, but I really doubt English is taught so badly in Germany. I don't know anyone talking such a gibberish in Germany (if I translate it directly).

Grammar is quite different so it is easy to make mistakes with context and word meanings as well. For some people it is easier to learn a language than others.
I'm sure that the English being taught in Germany is quite meticulous - but there are always people that get an failed result.

I think they are Russian, at least the guy that used the ")" smile. That smiley face without eyes is (for some probably interesting reason I don't know) only used by Russians, and maybe other eastern European citizens. It's one of these weird internet things, like how Brazilians (and im not sure if Portuguese too) instead of laughing with "haha" spam a bunch of "kkkkkkk". I would do some research on that if I had more free time.
I think these guys should stick to the local section, but I don't personally mind people with broken English posting too, some people have are really smart but can't speak proper English, if they end up typing nonsense just have a laugh and that's about it, I wouldn't mind spending resources banhammering all of that, again, what needs more resources is the account recovery system.

This is the real problem with merit system, and probably Theymos didn't predict it:
shitpost not only didn't stop, actually has grown and grown, as shitposter use much more low rank accounts.
I don't know if there is a solution, but in this way the forum is useless, as it's impossible to follow a discussion.

If I wanted, I could pump out about 2 shitposts a minute, not including thread-search time, which is somewhere around 5 seconds because they just click on the easiest ones to reply to in any board.It's quite simple to respond to titles such as "Bitcoin price is $N" or "Bitcoin dying?" with some common-sense garbage about how you can/can't predict the trends and the price is going to go up/down in the month and it'll hit $N at the end of the month/year

I've got him on ignore. People may not earn merits for many reasons, but at this point in the game anyone who's not a complete shitposter, a noob, or an inactive account should have earned at least one, and I'd estimate the percentage of shitposters relative to the entire member pool to be well over 10%.
If this is an accurate representation then more durastic measures need to be implemented, at the very least, those that have not received xx merit by now have their “grandfathered” status revoked. On the other end of the spectrum, the merit system should be abolished and signatures disabled or substantially lowered (maybe only 1-3 lines with no formatting).
For every 1 post deleted you lose your signature for a week. For every 10 posts deleted you lose a merit. (That is worst for grandfathered accounts that only have minimum merit for their rank).
Another thing is that most shot posters make substantially all of their posts low effort. They don’t necessarily have a lot if posts deleted, they put very little effort into their posts and clutter up threads with posts that really don’t make sense when looking at the context of the thread.
