I would think that Bitcointalk is still by far the best media for promoting an ICO. The reason is that it is hitting a target audience 100% as everyone on Bitcointalk is interested in crypto and crypto investing. If you compare that to say Twitter and Facebook where maybe only up to 15 or 20% of your friends and followers would share that interest.
For me, the best social media for promoting an ico is facebook, twitter, Instagram the more your friends on any social media that I mention the more advertising of the ico and the more can see it by your friends
Telegram, because the incredible potential that it has to bring more investors, Twitter becuase of the mainstream adoption from the teenagers, and bitcointalk, because it is the pool from the entire projects lists.

I think that this forum is one of the most efficient for promoting any crypto related project. Here on the forum there is narrow target audience of potential investors or at least bounty hunters.
Facebook is also very good platform to promote ICO though n recent time, facebook announced of it's rejection of advertisement that is based on cryptocurrency, project can still enlist facebook users to promote their project through friends and aquintances!

MY opinion Reddit, Twitter & Bitcointalk is best for the promoting to ICOs because These sites that give the news about cryptocurrency at this time Too many people are visiting them every time. 1. Twitter

I wouldn't call this forum social media, but there are 1 million plus crypto enthusiasts here.

actually, i also think that this forum is really good for people who wants to know more about cryptocurrency and they should improve the forum even more in order for the different people to easily understand about how crytpocurrency works in the country.
Although this a forum, I would count on the following three social media platforms: Bitcointalk, Telegram & Twitter.
I think you missed facebook and bitcointalk forum. These are one of the best to promote an ICO. If you check the sites reviewing ICO's , they always include bitcointalk links. Facebook on the other hand, can recruit more investors because we all know that majority of the people are using facebook. Twitter can be the third best social media platform that can promote bitcoin. Those hashtags are really effective.
For me, I will go on twitter, facebook and youtube because all users are using social media, and they are also the most popular social media that can advertise or promote bitcointalk forums for more investors.
I think because facebook is infested with a lot of annoying advertisement and scam plus not to mention people who will not take it seriously since its a platform that is usually used not for information and news unlike twitter which is dedicated to pass specific statements which easily caught attention of possible investors.

I think twitter is the best social media plattform to promote cryptocurrencies. They are a lot of people on twitter who are involved in cryptocurrencies. And they can promote them at the best and the target group is already their. I think instagram is the worst, because theres just a plattform for pictures, and the most people on instagram dont care about the contents. They are just there to collect likes. Also on facebook. facebook looks like is going to die in the next years.
I can say for sure that the best social media to promote ICO is telegram. Now I open the computer every day and I will first enter the telegraph group to check the latest news, which makes ICO spread very quickly.
All of them, all media are good for promoting and the most important thing is how we promote the ICO. All media has its own followers and if your promotion are good, it will shown at google search.
When we were conductiong our ICO project, we asked special ICO marketing agency ModernTOken to provide marketing in social media. They made a campaigne for us in Facebook, Twitter, Telegram, Reddit, this forum was the most important, of course.
It is absolutely twitter. All crypto world has a twitter account. It's easy to use and compatible with a lot of platforms. You can reach to the world by using twitter.
Facebook, i think is a good way to promote it, if you have more friends there than you have followers on twitter since more people will be able to see it.
Well, the best of all is this forum. Most important it is full only with people who care about crypto currency and block chain technology.
