At best, Yes, but no one can guarantee it. Can always go something wrong and the project could die. A lot of good projects die before they start.

The problem is that there are no investors. I would gladly invest money in some promising projects. However, all my money was invested in projects that have now fallen dramatically in price. I cannot withdraw this money without a big loss for myself.
I think many investors has lost their money and are now afraid to invest in ICOs. There were also many scam projects in the past. And also a lot of ICO teams don't deliver good developments.
People do not want to invest into ICO projects nowadays because of the main reason - as a rule the team overvalue their token first, and as soon as it comes to the exchange the token price starts falling 10 times less.
Now few people will risk investing in ICO, realizing that they are likely to lose money, as cryptocurrencies go down and buy Ethereum or Bitcoin for one price, in a week they will cost less and this is not taking into account the danger of ICO projects themselves.
Investors the one part lost lots of their assets and wait for the market recover, while other part are ready to invest but taking into consideration the nowadays situation there is no so many opportunities to invest into.
many investors, first see how the market conditions when investing. a good project is not a guarantee of success if conditions do not allow for profit right? 
very reasonable if investors leave or they reduce the amount of their investment because the market does not support investment in the ICO. I also experienced that feeling because after losing so much, it made me more careful in investing.

Don't fret. Investors have not gone anywhere, they just wait or participate in closed ICO projects where there are no scammers. When the market accumulates strength, we will see new waves of growth and fees on ICO 
In this bear-trend, crypto market prices will goes to down always. Investors be affected directly from this situation. If cryptomarket's prices goes to down always, nearly All of ICOs will be fail. This is inevitable situation. We should front to the cryptomarket not ICO's nowadays.

There are very few real investors on the crypto market. The market is filled with ordinary speculators who are looking for quick profits. Unfortunately, this is so. In order for the market to become civilized, it is necessary to introduce regulation faster.

I dont think so, mostly investors are observing the market in my opinion. Situation is not favorable right now, but for some its an opportunity and slowly accumulating at this stage.This is for the long term game plan. Cryptocurrency is here to stay,we know it. Most investors are on HOLD, and waiting some a announcements for developments such as in ETF,Bakkt etc.

The investors now are so afraid on investing in ICO's because many ICO's now are getting failed, and scam. So i think to attract the investors again. the platform of the project will be unique and great and the ICO is funded so that the investors will not be afraid on investing to it because it is funded and for sure it will be successful.
due to the miss use of the devs and team members the investors are not coming to invest in this type of digital currency of scam schemes.
I think if there was an ICO regulation it would be much quieter to invest in projects and safer , but again it is temporary and soon I believe it will be introduced and investors will appear on the market

Investors are much more attracted to price development of an ICO project rather than good concept. They just want yo have profits but some are ended in being loss due to scam ICOs nowadays. Many people are getting afraid to invest now in ICOs.
The sharp drop in the crypto market really scared many investors. Many projects have not been able to survive, to identify a really good project is now becoming especially difficult. I am sure that now we need to attract regulators to reduce the risks for investors, to restore their confidence.
