I av also been wondering why it is like that, bitcoin has been rising from 6300 dollars to 8200 dollars but ethereum refuses to rise from 430 dollars
If I am not mistaken Eth has not restored after the dip. It will be changed so do not panic, wait and you will see its following increasing as well.

Hello! It is not stagnant it's seems that ETH is like tiger on the hunting and soon he will jump on the bull.
It will not have happened until the bitcoin will have done with its ETF applications thas has already sent to the US security exchange commision. People are buying for that and if the ETF can be approved and there will be a big bullish to the all of the crypto and especially to the ethereum because it was following bitcoin right now consider it's not a security coin like another coin.

I wonder why Etherium has been stagnant over the past few weeks without any significant rise in price. It became stable which is good. However, it dropped two fold since its maximum achieved in the end of January 2018 when the Bitcoin and majority of altcoins were slumping. I have seen many posts ans articles about the Etherium overpassing Bitcoin this year, but it seems not much to be the case as of now...
Have been wondering the same thing too because for weeks now ethereum has been stagnant with no significant rise or reduction in price with prices of bitcoin and other crypto currency not really stable at all 
At the modern period of time it looks strange to talk about Ethereum like stagnated currency. There is whole market is stagnated. Situation is too unclear for making any confident actions. Price can go up and down within a short period of time.
The ether had difficulties with the speed of transactions on the network. I think it was because of outside influence, the same EOS.
I think after launch Casper and sharding, eth do not stop. EOS is a strong project, but it still has a lot to prove.

Now the air is the main block for any start-up, which wants to launch the original offer of coins by ICO. 
People's interest in investing in crypto is decreasing due to the downtrend of market for quite a long time. Almost all ICO's are based on the ERC20 platform of Ethereum and most of them either have scammed or are running in loss, due to this they are now cashing Ethereum which they have with them.
Now there is less investment in ICO, so the popularity of Etherium is slightly lost, but I think everything will be all right soon.
I think this is a temporary phenomenon. And do not worry much. Do not forget that we only recently experienced a correction of the entire market of crypto-currencies. And it is possible that not everything has recovered completely.
