Because of Pride, each party doesn't want to lose on an argument that's why is it hard to say sorry.
Most of the time, because of our PRIDE. As simple as that.
What are the most common reason why is it hard to say sorry to someone?
Some people find it hard to say sorry because they think they don't have to, that they think they never did wrong and some thinks it hurts their ego.
It's because saying sorry means that we are accepting that we are wrong and it means that we are losing.
Or maybe, that person thinks that people rely on him so he can't be wrong because he feels responsible.

I believe I peace-loving person will always find it easy to say sorry any time even when he or she is not at fault.

I think its the pride or you're not the type of person that is vocal. Sometimes even we are at fault its hard to express what we feel because we are not used to it.
I will disagree with you. I think that nowadays word "Sorry" lost its power. Maybe it's only for me, but sometimes people user "sorry" like "oops", but as for me "sorry" so as "love" very powerful word and it shouldn't use in every day routine.
People are stubborn about having to be wrong. When they say they are sorry they have to come to terms that what they did was wrong
Yes, it sometimes can be difficult. But it is necessary to study. By the way, I can advise Ho'ponopono Certification Course of Joe Vitale. It is good Hawaiian Practice of Forgiveness and reconciliation. Recently I like many books on psychology and courses. Therefore I persistently advise to read hoʻoponopono mantra. At least it was interesting to me.
Personally saying sorry for me, is like loosing face especially to younger ones . It's freaking hard but most times I got to swallow my pride and still say sorry. 
Ego. You don't want to admit to the other person that you were wrong. I think that would be number one.

It is hard to say sorry, because it is hard to admin that someone else can be right. Some people think that being agreed to other person opinion means being in lower tier than that person.

maybe youre pride get you feel its hard to say or you will worry what other people might say its on people different mindset that make you feel sorry, you know what its easy to say sorry but to feel to that person that youre sorry what makes more difficult

Some people just have an ego that is too big, they can't admit when they are wrong. I can forgive people that did me wrong if they show true regret for what they did and won't repeat the same mistakes that they did in the past.
