Because crypto is in downtrend during the last several years. If BTC raises its price by 100 percent, it does not mean that new people will enter the market to buy it, they need another hype wave like it was back in 2017.
To return to 2017, I think it won't be possible, because this year there have been many new things born and very different from the previous two years, and because of the influence of the trend decline in 2018, so this year it is very difficult to attract investors, because many investors lost last year, even though they had made a lot of profits in 2017.

it's hard to get investor trust again mate but as time well goes by we can definitely see them back in this industry ,starting from us too I think we must to choose a project very carefully and to start tell it to the public carefully too

we have already have a very good market if there are no scammers
they change everything, now investors are so hesitant whenever there is a new coin that are good but they opted out because they think its a scam, I think we should find a way to lessen or better eliminate them for good.
Reason is simple history of ICOs is in itself the reason why People don't trust them anymore. I don't even know a single ICO which is working as per their road map promised? Infact 90% of them have turned out to be scam. two or three might have been working but even they haven't received their desired results. IEOs were introduced once to give the investors added confidence that atleast their altcoin will be liquid. But the problem remains same that these IEOs don't work on the project once they reach their hardcap.
Comparing it to 2017 is foolishness because at that time there were a lot of new entrants entering the market. The crypto craze was too high. Anything you buy world turn gold in a day or two.

No I don't think that even another wave would increase the number of ICOs and investment in ICOs because people now have realized that ICOs are nothing but rubbish.

It is not easy to convince the investors who have great crypto investing experienced in the related fields. After holding the promises for the crypto investors, it becomes an addiction for the investors only choose the promising projects. To be honest, I have seen broken projects with the holding success rate but these projects can be successful on the listed exchanges, sometimes.

Scam is the main reason why it is so hard to attract investors nowadays ,
You already said it nobody wants to be scammed and most of the investor are playing safe now.
To be honest since early in 2018 I lost too much investment in ICO and IEO I know it is my fault because I didn't try hard enough to figure out that they were a scam project.
Honestly I'm not very interested in investing in certain projects because of the risk of a fairly large scam. You're right everyone will think twice if the investment is very often detrimental to investors. Scams are firsth things that are most often heard and the earliest to think about, if they think about ICO investments. So it is very reasonable if it is very difficult to attract investors because the system on ICO growth has not been organized yet.

In current scenerio it has become very difficult to find new investors as the crypto craze which was at all time high in 2017 is now fallen to all time low . New people have almost stopped entering the crypto market and only old investors who are stucked into loss have remained in the market in the hopes of recovering their losses..
Further government ban on crypto in few developing countries have made the situation more more severe.
Anyways as a old investor i am still hopeful for some recovery in coming months

The scammers are taking a part of ICOs and IEOs right now. Because they can scam smartly like a boss with ICOs and IEOs. That's why your own research is very important before investing in any project. The next thing is keeping in touch with project updates. You can focus on top coins in the coinmarketcap.

Last 2017 was cause by ICO's hype, people are to greedy investing without knowing the project itself, investing just for quick profit. Now investors have learned from their mistake, Now we are being cautious and investigate first before investing into something.

It`s hard cause there are too many projects. An ordinary person has some money for investing, but with a couple hundred dollars you can`t invest in all of them. It`s hard to attract investors cause everyone here already has so many investments, where to find the money for more?
Many people invest in the long run, they don`t plan to dump right after the end of ICO, and to jump in another investment. Projects don`t become successful overnight as some people would like.
Real projects are not designed for quick profits or short-term investment. It will process and make progress from time to time after being introduce inside the market. Investors are hard to attract. Most of the time, they've been victimized or witnessedvscammed projects. Devlelopers need to make some adjustments to make sure that they've got something unique to offer inside.

There are still investors, angels, VCs out there is crypto space, nothing has changed. But the problem is with the number of projects getting launched everyday. It has become too easy to launch ICOs in 2019. A started pack includes $100 tokens on ETH chain, $20 whitepaper from some freelancers, $30-40 for designing and website, $0 for bounties. So you can launch ICO for just under $200. Hence, so many amteurs have entered the space with no vision. Just compare the average whitepaper of everyday ICO with whitepaper written by Vitalik Buterin in 2016, you will understand why investors hesitate to invest in these so-called visionary projects.

Because investors couldn't risk their money to something that is volatile and unknown if it will prosper. So, it will be hard to attract investors in altcoins even in bitcoin itself like what happened in great bitcoin crash of 2018 investors became catious when the crash happened and this lead to ICOs became less popular these days that's it.

The only way is to raise capital by STO.  This is one of the best and safest ways to raise capital.  In order to do STO, the founder must be licensed by the government and certify that this is a real project.  Besides, who holds many tokens will be one of the shareholders of the project in the future.  In my opinion, this will be a highly developed capital mobilization model in the coming time, it will solve all concerns of investors.

It is indeed very common now. someone acts as a company and offers unrealistic projects or projects of his dreams and offers ICO packed with professionals. and many people are tempted by sweet talk and end up with an ICO project scam. for fraudsters or ponzi maker systems this is their way to create a new system that looks legit. that's why clear and experienced developers are important for ICO. but that also does not guarantee an ICO project can be successful.

ico is currently very difficult to attract investors.  even many projects that I think are good but fail to complete hardcaps.  the phenomenon of loss or difficulty attracting investors is often complained of by developers and bounty hunters.the existence of IEO still does not have a significant impact.  there must be a revolution in the fundraising system in order to guarantee the security and profit of both parties.

It has become a domino effect, investors are doing research they check every review and other investors experience, if you are a new investor you will take this and consider to defer investment in projects coming from ICO and just wait for the coin to get listed in the exchange.

We all want new investors coming in, but the sad state of ICO is a big turn off I am also hesitant to invite my friends to invest in a new coin and just point them to coins that are already in the market.

No no, let us try to widen our perspective a bit more. This view is even myopic as far as my observation is concerned.

Truly, the scam projects really pulled down the reputation of the ICO market. That made the investors think twice and most even decided not to proceed investing, thus the fall of the entire market.

But let us also be aware that of the projects that are not scam, probably 90% will not succeed. This is not just all about the scammers. This is also all about the projects that are introducing nothing new, nothing innovative, nothing disruptive to the market. Many of these are mere copies of existing projects. They are not coding new inputs.

Together, they all caused the market to crumble down and shoo investors away.

it is not at all hard to attract investors but only if you have something worth investing into! people are not willing to put their money in some shitcoin that has nothing to offer so it has no future. everyone has already smartened up after two years of losing and getting dumped on by the experienced traders.

by the way what you saw in 2017 with ICO scams was not "attracting investors" they were instead attracting gamblers and the market was filled with them at that time so the volumes that went into them was huge.

Because the investors already get a bad experience before investing in ICO. Many of them have been tricked by the project, and the team are run away with their money. The investors don't want to get the same experience, so they will think twice if they're going to invest in the project. But some investors still searching for the new projects and they will invest if the project has the potential to succeed in the future. They will not use big money for this time, but they will use some money because they are afraid of previous experience. But if the market can recover, I think the old investors will come back to the project, and they will invest in any projects. But of course, they will search for the details of each project.
