Yes, many projects nowadays fail to get at least a soft cap, so that's the main reason why their campaigns are extended.Still I think it is a positive tendency, because investors have become more careful and scrupulous when deciding what project to join.

yes I agree with you. in addition to scam there is the issue of hacking and another issue of poor planning and management team where such ICO tend to fail. i also believe that if there is proper planning, a security measure should be made available to cut off any future issues with scams or hacking as the case maybe though it is unforeseen after all nobody expects to do or go into a business with the expectation to fail or get scammed.
On my own i think that their target has not been reached.And so why campaigns are still keeping in extending and extending.A goal not being reached will still be a problem for them so they must take a little more time in getting what they need.So that all allocations will be compensated fairly.

I can see two major reasons for this. First, these projects have not reached their ICO hardcap which is why they usually extend their ICO with the goal if hitting it by the time the ICO ends. A move that I actually appreciate because this shows that the team would like to give more value for their investors and bounty participants. Second, government interventions wherein additional requirements may have been imposed which may cause for the extension to be necessary. Some legal aspects that ICO's need to comply with in order to continue.
I think the market is declining not because many projects are a scam. And there are still many good projects and successful than the coins they also have potential in the market. I thought this was rivalry and competition for those who want success get more investors certainly should be able to provide a good quality.
I don't agree with you it is because of scammy ico. I believe it is because of the bearish market. People now prefer to buy when an ico launches on an exchange because it becomes more cheaper so due to this projects are not reaching required caps.
The current crypto market is bad and a lot of investors are being discouraged as a result. Many ICO are failing in their bid to raise the needed fund for their project so they're extending the tokensale period which also affects bounty campaign.

I agree with your opinion, there are so many ico that come, but many do not have potency. therefore many bounty members are not paid. there is no clear law, and therefore there is a lot of deception in ico. I am very worried about the fraud in this crypto world, because it can destroy the future of cryptocurrency. 
Yes especially nowadays markets are red and most ico extending their ico because they can't raised enough money to fund the project

but not for all ico projects, although there are many ico who do not have good chances and perfect plans to boost each price. moreover there are many ico looking for quick profit in this industry.
but the positive impact is, the era of technology is getting famous and there are many innovations that may be useful in the future.
