The Casino and the game providers has a different set of ToS so if you can’t access the games due to game provider restrictions, You are not allowed to play it despite the Casino itself allows VPN for playing. I really get your point for giving this statement as you are assuming Casino allows VPN but you are breaking the game provider terms by doing it.

In using a VPN, we certainly will not use country IPs that are not allowed by casinos and game providers and that we can get into the casino ToS. If you use a country's VPN, say Germany, and the casino and game provider allows users from Germany to play in their place, does that violate the game provider's terms? I guess not.
