Well, I would not say that. After all, the problem of ICO is temporary. Yes, there are many scammers out there now. As well as failing companies. But still, 25% were very promising! And this should not be forgotten.

may be no all of them are scam, but vast majority are falling below ICO price , what is more, besides scam accusation, team can be wrong with product release. I mean even with positive intention project can be a total failure and it is not a scam

I doubt that these statistics are perfectly accurate but the very fact is close to truth. Successful and trustful ICO is a rare thing today...

You are correct. But, we can avoid the scam ICO if we do enough analysis actually.
The most common problem with the scam is easy process of creating erc20 token actually. People don't have to spend much money and start their own ICO. Raise some money and become fraud.

The main reason why most ICOs fail (in my opinion) is not because they are scams, primarily, but because their projects are merely DApps but they slap an ICO on it for exorbitant funding.

No doubt some of the ICOs are scamers they come in market advertised sell token collect money than no idea where are they but its not all its minority so we have to check first company profile whitepaper their team their project and ratings in crypto market than have to decide what to do

I stopped investing in ICO because I'm afraid of losing money.  I'd rather buy coins on the market then.

Yes, this is a very sad statistics, but it is real. I think that the ICOs industry has become very poor. I believe that positive changes will soon take place.

We all agree that changes are needed. May be some regulations, may be some requirements for creating ICO.
I don't think that so many are scam. Most of them are just not successful.

In my opinion, the scam of projects is less than 80%, but all the same it is worthwhile to be cautious and not to invest all the money.
