The announcement date was chosen on the principle of asap due to the end of cooperation with the previous team.

For me, as a bounty Manager, the task is to eliminate people working on the forum with software to automate bounty as well as a huge army of bots.

Also, it was taken into account the desire of the development team to make the most smooth transition between the system of organization and work with bounty.
