I did a withdraw even though it says not allowing, took about 3 hours to show up.

Yes you do (unless its already there). If not there create a text file and paste the above in it. If it is there just paste the above over it. Save the text file as sync.conf

any idea why the conf file would not be there?
I've downloaded the most recent and can't find it there either, does it always need to be manually put in on any new wallet?

no idea but i have literally downloaded over 200 different coin wallets and found some have them, some don't.

just to make sure: there is currenctly no way to get balances of < 1 sync to start staking? My balance consists of several small transactions, and the oldest has 5k+ confirm. Still nothing...

People have said they have less then 1 and it stakes. I think there is just an issue with the network. I know the dev said they are working on some fixes.

my wallet just generated 8209 block



Just a suggestion: open the 24241 TCP port on your firewall (or create a virtual server on your ADSL/fiber modem), so that port 24241 can be accessed from the Internet.
This will allow your sync-Qt to become a node
