I do not think that this is necessarily a bad thing since it would tend to ensure that Maxcoin is used for legitimate purposes and therefore be more readily accepted by society as viable currency. It might also deter potential perpetrators of so-called '51% attacks' in the knowledge that they might easily be traced. Surveillance is a fact-of-life that we have to live with in this rapidly changing world. It could be argued that Secp256r1 makes Maxcoin more secure than coins not using it.
If there is any real danger in the misuse of Secp256r1 it is likely to come from anonymous developers, assuming the unlikely scenario that they had the know-how to exploit any 'backdoor'. The developers of Maxcoin are anything but anonymous.
