All NYC transactions are FREE. Have been since launching in March 2014. A security mechanism to prevent spam dust transactions is not a "fee". It's a security mechanism.

Per Coinomi, simply change NYC fee to ZERO ("0") in "Settings" - "Transaction fees". Then try to do the same for Bitcoin or Litecoin or Ethereum. Huh

Most transactions are processed on the NewYorkCoin network with little or no added transaction fee!
