No, it would be inexcusably stupid on the part of Skychain developers. Sure, the neural network will work with data provided by real users in order to increase its efficiency as dynamically as possible.

But the network has no experience of operating as a doctor initially; it will only have a database of diagnoses to choose the most probable one from.

Feedback will have a decisive role. The info about the influence of network’s advices on patient’s condition and the pace of his recovery will be constantly uploaded to the network.

Perhaps it would be rational to use data on the successful treatment of anonymous patients in this case? I believe it would speed up the training.

Miners will get rewards only for provision of their computing power for training neural networks. And it’ll be more profitable than mining crypto currencies. At least, it’s a statement of developers.
In fact, it isn’t the only way for miner to get a reward. They will also be paid when a doctor uses a neural network, which was trained with the help of their computing power. They can also receive reward if retraining of the neural network is needed.
How will orders for the need of computing power be distributed between the miners?
Well, that’s easy: miners with medium equipment will be involved in training simple ANN, miners with the most modern equipment containing many graphic processors and tensor cores will be involved in training complex neural networks.
Does it mean that distribution will be automated?
