I think it's not a good idea. There are lots of people who were just claiming from there IP adress at home. Now they get nothing because there are people who literally have hundreds of different IP's to claim with. So the distribution model is far from fair in my opinion.

1 claim per day makes sense. The idea is not to create jobs for click farming, rather, it is the ability for anyone in the world to get a piece of the token if they wish.
One way to prevent proxies is to block all IPs that come from companies like Amazon, Google, etc. And only let real IPs that come from people's homes.

Is there a paper wallet generator?
No but you can open a wallet for the first time, or in a VM, run it and backup public key and seed and write it down.
