I think it's more to do with the btc price because it can't be profitable to sell them at such a low price as they will most likely be buying their supplies and paying their staff with fiat.

Power supplies are rated by their output not their input. Input is always higher due to efficiency.
That said I'd be careful with a 1050 PSU. Very close the limit. It might be work though. Personally I use 1200 W PSUs for 3x S1.
I use a 1300. I assume there's plenty of room to spare, which is good.
Really the important this is how many amps are available on that 12v rail. Need about 32-33, iirc, per OC'd S1.

well... I've got two S1s running at 200gh/s on an 850 bronze no less. a 1050 should clearly be able to handle 3.
