Because of advertising they want the highest rating to advertise.
That 4% makes a big difference especially if the psu is rated at 1000 watts and the mining rig pulls 1050 or more. I don't have experience with ener max gold plus 1000 but some seem to believe it is inadequate for the s2.

I get you were talking more about the power chord being able to supply enough juice to feed the PSU.
Regarding the draw on a S2, it just means that it pulls more from the wall socket than 1000W which all PSU's will do if they are providing 1000W to the equipment they power, because no PSU is 100% efficient, so if its 90% efficient at full load it needs to pull near 1100W to give out 1000W (give or take a few W)
When people say that the rig is pulling 1050 they mean using their watt-o-meter, all the slightly lower efficiency means is that it pulls a few Watts more from the wall.
1050 watts at the wall in the case of the PSU on the S2 would mean its probably providing 916W to the miner (87.3% efficient) in fact in order to provide 1000W to the miner it would be pulling 1154W from the wall
