It would be effective if the ICO will be promoted in social sites since most of the potential investors are there. Also, it would give plus factor if the team will provide bounty campaigns in the forum and in social medias like Facebook, Twitter and Instagram so that more people will aware about the project and convince them to joined in the token sales.

Based on my own understanding and opinion, the best way to promote an ICO is to participate in a lot of campaign like social media campaign, signature campaign blog and many more. Social campaign is the best way for me because it contains a website that is being used by a lot of people like facebook and twitter. There are a lot of people out there who can see our post about promoting an ICO.

Some ICO campaigns are now running adword on youtube or facebook. This would increase the number of people known to the ICO, and the most important campaign would be the signature campaign on the BTT

I think social media campaigns is the best and the strongest one to promote new ICO's and the bounty signature campaigns is the next big thing for promoting ICO's. As you said, the ANN thread is one of the way to make it known to people but the ICO exposure will be done by bounty campaigns only I think. Apart from these bounty campaigns, the out reach to people using other mass media like advertisement in youtube with videos also works.

I think that good advertising will do more than half of the work for you. Bounty companies will also be helpful but you have to make good rules for bounty hunters. Stricter rules, but also a good reward! I wouldn't do airdrop.

I think that for building effective marketing campaign you need to use all possible channels of promotion, the ICO should be visible everywhere. When investors see that team is active in social media, link in profiles are real, telegram chat is active, thread is live, than they tend to trust and invest. Listing platforms are also important. Now www.icoguide.com is popular, their rates are trustworthy for many investors. So you should use all possible ways. Do not forget about blogs, especially medium.

From my little observation scam ICO can even be successful if the promotion of ICO is properly done. The best is to make sure that every means is use for the publicity ranging from facebook , twitter, steemit, medium, linkedin, instagram, telegram, discord, ICO rating sites, ambrassadors in different countries, ADs in youtube and all blockchain oriented websites.
