What's illegal is all sorts of gambling that are not sanctioned by the government or who haven't got any permits to hold any gambling event and that includes cockfighting.

When you are off-duty then you do really have the rights as an ordinary citizen which means you could really make out involvement on things just like a normal citizen would tend to engage out but they aren't that

Those who become police and commit corruption must have friends who are police officers who will protect each other so that it will be difficult for the real police to track them down. Organization do set out some rules which is that considerable and pretty obvious but its not a surprise that there would be those individuals or groups that would really be trying out to oppose such rule or laws

i assume it is like here in my country and they are allowed to play if they are not in their uniform and as civilians?
As far as I know there is no law against public officials partaking in gambling or betting, but makes much sense those laws exist somewhere, to avoid corruption.

However, there are towns and small settlements here where cockfighting and sport betting are one of the few ways for the population to entertain themselves, it would be hard to outlaw betting for officers and public workers in that context.

I think it's quite difficult to avoid this culture. It will always appear plus if law enforcement there also protects this gambling. This seems to be happening in my country. Yes, I echo the same, it is indeed very popular that it can't be stopped easily because somehow it is already part of the history and it's viewed as one of the culture that Asian countries have. But I have a very slight correction mate, the government has banned and prohibits the gambling of the E-Sabong (the digital version of cockfight game) and not the traditional cockfight game that is held on cockpits on designated dates. It is very difficult for those who do not have the will to change. I think many rely on cockfighting to make money. Even though it is prohibited by the government and religion.
